Ever since it released important political prisoners in August 2015, the Belarusian government has rarely resorted to outright violence against dissidents. On 24-27 February, Andrea Rigoni, rapporteur of the Political Affairs Committee of the Parliamentary Assembly of the Council of Europe (PACE), visited Minsk for the first time since 2009.
