Despite all of Minsk's efforts to present itself as a neutral country, some of its neighbours doubt not only its neutrality but even its sovereignty and commitment to peace. On 5 June, Lithuanian president Dalia Grybauskaitė described Belarus as a threat to the region; meanwhile, her foreign minister repeatedly alludes to the 'remnants of Belarusian sovereignty.'

On 31 October, several years after imports of non-Russian oil into Belarus ceased, the first cargo train carrying Azerbaijani oil reached a refinery in the Belarusian city of Mazyr.

On 4 September, Belarusian President Alyaksandr Lukashenka signed a decree establishing security zones alongside the border with Russia.
The measure targets illegal migration, drug trafficking, as well as the illicit movement of goods across the border. Until now, the Belarus-Russia border was unsecured due to the special relationship between Minsk and Moscow.
