On 20 June, Belarus signed a contract with the Russian Irkut corporation to purchase 12 Su-30SM fighter jets for $600m. This would be the largest ever arms deal between Minsk and Moscow. Earlier in June, Minsk also received its first batch of T-72 tanks, which were modernised in Russia.

As NATO started to construct its European missile defence system, Moscow on 16 May held talks with Minsk on its planned response. “We have an identical approach to the missile defence system,” insisted Russian Foreign Minister Sergei Lavrov. On 26 October Russian President Putin planned for a discussion about the plans for establishing a Russian airbase in Belarus with his Belarusian colleague Lukashenka. They did not meet.
