By the way, the legal validity of the 1995 referendum is being actively questioned by the opposition:

* According to the 1995 Law on national referendums, the national symbols and official language were not allowed to be questioned on a referendum at all;
* Formalities of approval of the referendum by the Parliament have not been carried out;
* The opposition had limited access to media, observers from the opposition have reported fraud in vote counts.

some people state that de-jure the Pahonia and white-red-white flag are still official symbols of the Rebuplic of Belarus. But who cares about those little legal details anyway...?

There have been such governments-in-exile of Ukraine, Estonia, Latvia and the Republic of Lithuania before them regaining independence in early 1990. The Belarusian democratic government was clever enough not to give its symbolic authority to the post-communist government that was soon to be replaced by Aliaksandr Lukasenka, who opposes the symbols and ideals of the 1918 Belarusian Republic.
